INVITATION TO TENDER FOR GOODS/WORKS PROJECTS AND EXPRESSION OF INTEREST (EOI) FOR CONSULTANCY SERVICES FOR 2026 CAPITAL PROJECTS
1.0 INTRODUCTION
1.1 The Federal College of Fisheries and Marine Technology, Victoria Island, Lagos is a parastatal under the Federal Ministry of Agriculture and Rural Development.
1.2 The College wishes to invite interested, competent, and reputable contractors with relevant experience and good track records of related projects and services to tender for the following 2026 Capital Projects.
2.0: SCOPE
CATEGORY A: WORKS
LOT A1: Construction of Rural roads in Birnin Kudu/Buji Federal Constituency, Jigawa State.
LOT A2: Rehabilitation of P-Line road in Isokun, Ilesha in Osun East Senatorial district.
LOT A3: Construction of Divisional Police station in Yalwan Damai in Birnin Kudu/Buji Federal Constituency, Jigawa State.
LOT A4: Construction of Ultra-modern markets, fenced with various amenities in selected farming communities in Nigeria (LOTS A-J).
LOT A5: Renovations of classrooms in Kumbotso Federal Constituency, Kano State.
LOT A6: Construction of classroom in Kumbotso Federal Constituency, Kano State.
LOT A7: Provision and Installation of Transformer in Kumbotso Federal Constituency, Kano State.
LOT A8: Supply and Installation of Solar street lights in Doguwa/Tudun Wada Federal Constituency, Kano State.

CATEGORY C: CONSULTANCY SERVICES:
LOT C1: Grants and Training of Students in higher institutions across Osun West Senatorial district.
LOT C2: Training and Empowerment of fish farmers in Osun West Senatorial district.
LOT C3: Training of Displaced people of the coastal areas of Ibeju Lekki Federal Constituency, Lagos state.
LOT C4: Consultancy Services for Works, Goods and Training.
3.0: ELIGIBILITY REQUIREMENTS.
Interested and competent service providers/Consultants wishing to carry out any of the projects listed are required to submit the following documents in their Technical Bids/EOI. Failure to fulfil any of the under listed requirements will render the bid disqualified.
i. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC 1.1 or CAC 2 and CAC 7. Business Name with Form BN1 is also acceptable for Consultancy services.
ii. Evidence of Company’s Income Tax Clearance certificate (or Personal Income Tax Clearance of all the Partners in case of business name) for the last three (3) years (2023, 2024 and 2025) valid till 31st December, 2025 with minimum average annual returns of N50 Million for works, N30 Million for goods and services.
iii. Evidence of Pension Clearance Certificate valid till 31st December 2026 (this requirement is only applicable to bidders whose number of staff is 15 and above)
iv. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50 Million and above).
v. Evidence of Nigerian Social Insurance Trust Fund (NSITF) Clearance Compliance Certificate valid till 31st December 2025.
vi. Evidence of Registration with the National Database of Federal Contractors, Consultants and service providers by submission of Interim Registration Report (IRR) expiring on 30/12/2026 or valid Certificate issued by Bureau of Public Procurement.
vii. Sworn affidavit:
– Disclosing whether or not any officer of the relevant committees of Federal College of Fisheries and Marine Technology or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
– that no Director has been convicted in any country for criminal offence or falsification of facts relating to any matter;
– that the company is not in any receivership, the subject of any form of insolvency or bankruptcy proceedings or subject of any form winding up petition or proceedings.
– that the Company does not have existing or financial liability with a bank, or other financial liability with a bank, or other financial institution or third party that is classified as doubtful, non-performance, bad or whose repayment portion was outstanding for the last four (4) months;
viii. Company Audited Statement of Accounts for the last three [3] years (2023, 2024 and 2025) duly acknowledged by Federal Inland Revenue Service (FIRS)
ix. Reference letter from a reputable commercial Bank indicating willingness to provide credit facility for the execution of the project when needed.
x. Company profile with the curriculum vitae of key staff to be deployed for the project including copies of their academic/professional qualifications (COREN, QSRBN, ARCON, CORBON etc.)
xi. Verifiable documentary evidence of at least three (3) similar jobs executed in the less Five (5) years including Letters of Award, Valuation Certificates, Job Completion Certificates and Photographs of the projects.
xii. Work List of Plants/Equipment with proof of ownership/Lease.
xiii. For Supply of Equipment: Letter of Authorisation as representatives of the Original Equipment Manufacturers (OEMs)
xiv. Electricity jobs: Evidence of current License issued by Nigeria Electricity Management Services Agencies (NEMSA)
xv. For Services: Evidence of firm’s registration with relevant professional body (ies) such as Centre for Management Development for Training.
xvi. Only Companies included in the National Automotive Design and Development Council’s approved list of local manufactures of vehicles or their authorized as representative of the Original Equipment Manufacturers (OEM)
Note: All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page duly signed by the authorized officer of the firm.
Arrangement of EOI/Technical documents in hard copies should follow the order in the list above and appropriately paged. The EOI/Technical documents should have a table of content indicating the pages, which these items are to be found. Failure to comply with this directive will result in disqualification of the bidder.
4.0: COLLECTION OF TENDER DOCUMENTS. (Goods & Works)
Interested Companies are to collect the Standard Bidding Document (STD) from the Procurement Department on the ground floor of the Administrative building, Federal College of Fisheries and Marine Technology, Victoria Island, Lagos on evidence of payment of a non-refundable tender fee of N10, 000 (Ten thousand naira only) per Lot, paid into Federal College of Fisheries and Marine Technology’s Remita account in any reputable Commercial Bank in Nigeria.
